As you can see - this is a very unusual promotion/solicitation by Hi-5 Decals to drum up business. You can't quite see it in the scan, but the promotional decal is inside a die-cut window with a clear peel-away cover. Obviously, the intent here is to remove the decal so that you can personally handle it, judge the quality, and maybe test out how they 'worked'. (preferred applications were onto glass/ceramic surfaces) The only
other time I've seen something this intricate, for what amounts to a
'throw-away' item, was the 1993 Mead/Upper Deck School Portfolio seen
